Government facilitates rights of way. Investors fund infrastructure. OANet owns and operates the physical fibre layer under long-term easement agreements with property owners — HOAs, body corporates and developers. ISPs lease capacity to sell broadband, keeping the network genuinely open and free of retail conflicts of interest.
